High risk offender Kenneth Solowan has been arrested.
Yesterday afternoon, police appealed to the public to help locate Solowan after he failed to return to his Vancouver halfway house.
Around 3 a.m., Solowan was spotted in Vancouver’s Downtown Eastside, where he was arrested.
