Vancouver – High-risk sex offender Phoenix Wayne Opwam, subject of a VPD media release yesterday, turned himself in to police and was arrested without incident yesterday afternoon in the Downtown Eastside.
Opwam, who was wanted on a Canda-wide warrant, has been transported back to a federal institution where he remains in custody.
