It was a sad day for all of us.
I promised the family that we would work hard to bring together all available resources in the justice system to find out exactly what happened to their son and why.
I sympathized with the Boyd family then for their loss and have always felt that way since. I am very sorry that events unfolded the way they did that day.
As I know you are all aware, now a new video has emerged from a witness.
While it is unfortunate that the video was not available to us at the time, we believe it is important enough to prompt another look at the original investigations and their findings.
We asked for this review, we wholeheartedly support it, and we are committed to standing by its conclusions.
In the meantime, however, we recognize the public interest and concern generated by this video.
We take this issue and the public’s concern so seriously that we are going to depart from our standard policy of not making public statements while a review or investigation is underway.
We’re taking this position because we believe the public has a right to have access to the most accurate, thorough and up-to-date information on this matter as possible.
Today we are announcing the creation of this new web page called simply The Events in the Death of Paul Boyd.
In addition to the chronology of the events, there are media releases from the VPD and reports from investigations and reviews including those from Crown Counsel and the Office of the Police Complaints Commissioner.
These public documents have never been grouped together like this before.
We hope that it is a helpful resource for those of us who are still grappling with how this tragedy could have happened.
As you know, every investigation and independent review of this incident so far has concluded that there is insufficient evidence to lay a charge.
We understand that provides no consolation whatsoever to the family and we empathize with their grief.
If the status of this case changes as a result of the current review, I promise the family today that our response will be appropriate and made without delay.
If the status quo is confirmed, we will still see this as a defining moment for our organization — one, though sad, that is an opportunity for us to improve and go forward, committed to the support of our members in their difficult job to protect and serve those suffering from mental illness.
